This free LTO exam reviewer gives you practice questions with answers and explanations on the topics in LTO's Comprehensive Driver's Education (CDE) modules: road signs and markings, rules on the road (overtaking, turning, crashes), right of way, parking and speed limits (RA 4136), and the special laws (drunk and distracted driving, seat belts, child safety, motorcycle helmets). The questions are our own practice questions, not the actual LTO exam. If you fail the theoretical exam, LTO's Citizen's Charter lets you re-apply the next regular working day, as long as your student permit is still valid.

Exam day: what LTO's Citizen's Charter says

  • Student permit first. For a non-professional license, you must have held a student-driver's permit for at least one month (see LTO student permit).
  • Theoretical exam, then practical. The Charter has you take the theoretical (written) exam in the examination area, then the practical driving test.
  • If you fail the theoretical exam, you can re-apply the next regular working day or any day you like, as long as your student permit hasn't passed two years from its date of issue.
  • If you fail the practical exam, you can retake it after 7 calendar days from your last practical exam, with a ₱100 application fee, again within the two years of your student permit.
  • Renewing your license? You take the CDE Online Validation Exam on the LTMS portal instead. See LTO license renewal.

LTO's Citizen's Charter doesn't publish the number of questions or the passing score of the theoretical exam, so be wary of sites that state them as official.

Watch out for look-alike sites. Several "LTO tracker" and "LTO portal" sites that rank for reviewers are not run by LTO. The only official sites are lto.gov.ph and the LTMS portal (portal.lto.gov.ph). Never pay anyone to "pass" your exam for you.

What topics are in the LTO theoretical exam?

Study LTO's CDE modules: road signs, signals and markings; rules on the road such as overtaking, turning and right of way; parking and speed limits under RA 4136; and special laws like the Anti-Drunk and Drugged Driving, Anti-Distracted Driving, Seat Belt, Child Safety and Motorcycle Helmet laws.

What happens if I fail the LTO written exam?

According to LTO's Citizen's Charter, you can re-apply the next regular working day or any day convenient for you, as long as your student permit hasn't reached two years from its date of issue.

What if I fail the practical driving test?

You can retake the practical exam after 7 calendar days from your last practical exam, with a ₱100 application fee, while your student permit is still within two years of issue.

How many questions are in the LTO exam and what's the passing score?

LTO's Citizen's Charter doesn't state the number of questions or the passing score. Treat figures from unofficial sites with caution and study all the CDE topics.
