LTO Plate Number: What It Means, Region Letters, Lost Plates and Fees

How to check if your plate is ready, what the letters and numbers on a Philippine plate mean, what plates cost, how to replace a lost or damaged plate, and how optional special ("vanity") plates work, from the LTO's 2026 Citizen's Charter and Driver's Manual.

A Philippine plate's first letter shows the LTO region it was assigned to under the current series (for example N for NCR, D for CALABARZON, G for Central Visayas), and its last digit sets the month you renew your registration every year (1 = January … 0 = October). Cars have 3 letters and 4 numbers (ABC 1234); motorcycles have 2 letters and 4 or 5 numbers. A car plate costs ₱450 and a motorcycle plate ₱120 per piece. To replace a lost or damaged plate, bring an affidavit of loss, a valid ID, an MVIR and a PNP-HPG clearance to your LTO district office. Optional special plates cost ₱35,010.

How to read a Philippine plate number

The LTO Driver's Manual lists these plate formats:

How to check if your plate is ready

New vehicle? Under the LTO Citizen's Charter (service 4.1), the dealer files your vehicle's initial registration in the LTO's online system. The LTO's New Registration Units and authorized district or extension offices then release the OR/CR, plates and RFID sticker for that registration. So the first place to ask about a new vehicle's plate is your dealer.

Other ways to check:

  • The LTO Plate Tracker. In a news post dated 25 May 2025, the LTO told motorists to check their plate status at www.ltotracker.com (LTO announcement). Be careful: when we checked that address on 5 October 2026, it redirected to an unrelated gambling sign-up page, so we don't link to it. Before using any tracker, check the LTO's current advisories on lto.gov.ph or the LTO's official Facebook page, and never enter a password, phone code or payment on a page that isn't clearly the LTO's.
  • CITIsend app. The LTO's Central Command Center takes inquiries about motor vehicle license plates through the CITIsend app (details below).
  • Your LTO district office, especially for a replacement plate or an older registration.

Watch out for look-alike "LTO tracker" sites. Search results are full of websites with names like "LTO tracker" on .ph, .net and other addresses that are not run by the LTO (for example, ltotracker.ph is a private blog, not the LTO). Philippine government websites end in .gov.ph. Before you type your plate number, upload your ID or OR/CR, or pay a "delivery fee", make sure you reached the site from lto.gov.ph itself.

The Driver's Manual lists the letter assigned to each LTO regional office for new plates:

The plate fee for a new vehicle is part of its initial registration, which the dealer files when you buy it. The same amounts apply to a duplicate or replacement plate.

Lost, stolen or damaged plate (or RFID sticker)

From the LTO Citizen's Charter 2026, Lost or Replacement Plate / RFID Sticker (filed at any LTO district or extension office, 8 AM to 5 PM):

Requirements

  1. Affidavit of loss (or of mutilated plate / RFID sticker), original.
  2. One valid government ID, original and one photocopy, such as a driver's license, PhilID, passport, UMID, PRC ID, postal ID, voter's ID, senior citizen ID or OWWA ID.
  3. Motor Vehicle Inspection Report (MVIR), from the LTO district or extension office or a Motor Vehicle Inspection Center.
  4. PNP-HPG Motor Vehicle Clearance Certificate (MVCC) and Special Bank Receipt (SBR), from the PNP Highway Patrol Group.

Steps

  1. Submit the documents at the LTO office and get a queue number. The LTO confirms your record with the district office that holds it, which can take up to 3 working days.
  2. Pay at the cashier: the ₱10 Legal Research Fund, plus the plate cost (₱450 car, ₱225 trailer, ₱118 motorcycle) and a ₱30 clearance fee where they apply.
  3. Receive your new Certificate of Registration (CR), then your plate or sticker.

The Charter lists a total processing time of about 3 working days.

Don't drive with a missing or altered plate. The fine for failing to attach, improperly attaching or tampering with your plate or third-plate sticker is ₱5,000. That includes covers, frames or devices that block the plate's visibility or reflectivity. Unauthorized plates are confiscated.

Optional special plates ("vanity plates")

The LTO's Optional Motor Vehicle Special Plates (OMVSP) let you choose your plate combination. From the Charter:

  • Fee: ₱35,000 application fee + ₱10 Legal Research Fund = ₱35,010.
  • Only for unregistered vehicles: the vehicle must not have an assigned plate yet when you apply.
  • Allowed combinations: three letters with a quadruple number (like 1111, but not 0000), or three letters with a four-digit number starting with 0.
  • Requirements: the OMVSP application form, a photocopy of the vehicle sales invoice, the Certificate of Stock Reported, and a photocopy of a valid ID (driver's license, PhilSys ID, UMID, PRC ID or passport). Company-owned vehicles add the business permit and the corporate secretary's ID.
  • Where: the LTO Plate Unit, 7 AM to 4 PM. The application form is available from authorized dealerships.

Questions about your plate

The LTO's CITIsend mobile app (Central Command Center, open 24/7) takes inquiries and complaints about motor vehicle license plates, driver's licenses and traffic violations. You give your plate number, MV file number or conduction sticker and your contact details.

Frequently asked questions

What does the first letter of a plate number mean?
