Under RA 11261, first-time job seekers get the NBI clearance free once. Apply through the NBI's dedicated portal, firsttimejobseekers.nbi.gov.ph, and bring your original barangay certificate and signed oath of undertaking to the branch.

How to get it free

  1. Get your barangay certificate

    Ask your barangay for the first-time job seeker certification under RA 11261.

  2. Sign the oath of undertaking

    Your barangay usually gives this with the certificate.

  3. Apply on the first-time job seeker portal

    Use firsttimejobseekers.nbi.gov.ph, not the regular portal.

  4. Visit the branch

    Bring the original barangay certificate, the signed oath of undertaking and your valid IDs.

Once only. The free clearance under RA 11261 can be used one time. Later clearances cost the regular ₱130 plus the e-payment charge.
