CENOMAR: Requirements, Validity and How to Get One from the PSA

Getting married or applying for a fiancé visa? You'll need a CENOMAR from the PSA. Here's what it is, what it costs, how long it's accepted and the two official ways to get one.

A CENOMAR (Certificate of No Marriage Record) is a PSA certification that a person has no marriage on record. You need it for a marriage license and often for fiancé or spouse visas. Get it at a PSA CRS outlet with a free online appointment and a valid ID for ₱210 per copy, or order it online through PSAHelpline.ph (the PSA's authorized partner) for ₱420 delivered. Online, you can order only for yourself, your child or your parents, and you must be 18 or older. A CENOMAR doesn't technically expire, but most offices, including many embassies, want one issued within the last 6 months.

What is a CENOMAR?

A CENOMAR, or Certificate of No Marriage Record, is issued by the Philippine Statistics Authority (PSA). It certifies that the person named on it has no marriage on record in the PSA's database. People also call it a "Certificate of Singleness". Like other PSA documents, it's printed on PSA security paper and carries a QR code so offices can check it's genuine.

Common uses:

  • Marriage license. The Local Civil Registry (LCR) of the city or town where you apply asks for it, whether your wedding is civil or religious.
  • Fiancé(e) or spouse visas. Embassies may ask for it as proof of civil status.
  • AFP pension. The AFP Pension and Gratuity Management Center asks surviving spouses and beneficiaries for a CENOMAR when they renew their living status.
  • Court cases, jobs, loans and claims where your civil status has to be shown.

Been married before? A CENOMAR only certifies that there's no marriage record. If you were married, even if the marriage was later annulled or your spouse died, the record still exists, so ask the PSA outlet which certification applies to you. The PSA also issues an Advisory on Marriages, which the DFA lists among the PSA documents it apostillizes.

A CENOMAR costs more than a birth certificate (₱155) because the PSA's document fee is higher.

Requirements

  • One valid ID, for example your PhilID or ePhilID, passport, driver's license, UMID, PRC ID, postal ID, voter's ID, senior citizen or PWD ID, OWWA or OFW ID, or an NBI or police clearance. Foreign nationals bring their passport and an ACR I-Card, Immigrant Certificate of Registration or SRRV. See the full list of valid IDs.
  • Your exact details: full name, date and place of birth, and your parents' names (your mother's maiden name). These must match your birth record, because that's how the PSA finds you.
  • For someone else's CENOMAR at an outlet: an authorization letter from the owner (or an SPA), plus valid IDs of both of you.

Spelling matters. The most common problem is a name or a parent's name that doesn't match the birth record. Check your PSA birth certificate first and copy the details exactly.

How to get a CENOMAR at a PSA outlet

There are no walk-ins without an appointment, and booking is free.

  1. Book on the PSA CRS Appointment System

    Choose the purpose and the PSA outlet, enter the name, email and mobile number of the person who will go, verify the one-time PIN, then choose CENOMAR, the date and the time.

  2. Arrive at least 30 minutes early

    with your appointment slip (printed or on your phone) and valid ID.

  3. Get the application form and a queue ticket,

    and fill in the form completely.

  4. Pay ₱210 per copy

    at the window, then check your official receipt.

  5. Claim it at the releasing area

    on the release date, with your receipt and ID.

A representative can request for at most 2 unrelated people and can't pass the authority to someone else. Minors can't book appointments.

Don't pay anyone for an appointment slot. Booking is free. Facebook and Instagram sellers offering "PSA appointment assistance" aren't official.

How to order a CENOMAR online

  1. Go to psahelpline.ph, click Order Now and choose CENOMAR

  2. Say whose CENOMAR it is

    (yours, your child's or your parent's) and enter the owner's name.

  3. Enter the birth details and parents' names

    exactly as on the birth record.

  4. Enter your own details

    and the ID you'll show the courier.

  5. Enter your delivery address,

    choose whether you or a representative will receive it, and pay. Keep the 10-digit reference number.

  6. Track it

    at orders.psahelpline.ph/check-status.

Rules: you must be 18 or older, and online orders are only for yourself, your child or your parents. For other relatives, go to a PSA outlet. If you won't be home, assign a representative aged 18+ through the online Letter of Authorization after paying.

Delivery: Metro Manila the next working day after the PSA releases it; provinces 3–8 working days. Records that need manual retrieval from the PSA archives take about 7 days longer.

How long is a CENOMAR valid?

It doesn't technically expire. But many government offices, embassies and LCRs want a CENOMAR issued within the last six months. If yours is older, order a new one. Plan ahead for weddings: the marriage license is applied for at the LCR before the wedding, so your CENOMAR has to be recent when you apply.

CENOMAR for use abroad (apostille)

If a foreign embassy or registry needs it, the CENOMAR may need a DFA apostille. Since 16 March 2026, PSA documents for Apostille countries get only an e-Apostille (₱200), ordered with a PSA e-Certificate. See the DFA apostille guide.

Authorization letter for a CENOMAR

At a PSA outlet, a representative needs an authorization letter signed by the owner, with the owner's ID and their own ID. Keep it simple:

I, [owner's full name], born on [date] in [place], authorize [representative's full name] to request and receive my PSA Certificate of No Marriage (CENOMAR) on my behalf. Attached is a copy of my valid ID. [Signature], [date]

For online orders, you don't need a paper letter. Assign the person through the online Letter of Authorization instead.
