LTO guides: driver's license, registration and plates

Everything you deal with at the Land Transportation Office, checked against the LTO's 2026 Citizen's Charter and the LTO Driver's Manual on the LTMS portal: getting a student permit, renewing your driver's license, renewing your vehicle registration on schedule, and your plate number.

PapelesPH is an independent guide, not the LTO. We don't process licenses, registrations or plates.

Which guide do you need?

  • Learning to drive? Start with the student permit: 16 and over, a 15-hour Theoretical Driving Course and a medical certificate.
  • License expiring or expired? The license renewal guide has the requirements and a calculator for your fee and penalty.
  • Own a car or motorcycle? Your registration is renewed every year in the month of your plate's last digit. Type your plate into the registration renewal calculator to see your schedule and fee.
  • Waiting for a plate, or lost one? See LTO plate number: how to check if it's ready, region letters, lost plates and vanity plates.

Official LTO channels

  • LTMS portal (portal.lto.gov.ph): your LTO account, online registration renewal, the CDE course and the Driver's Manual.
  • lto.gov.ph: news, advisories and the Citizen's Charter.
  • CITIsend app: the LTO Central Command Center's app for reports and inquiries about licenses, plates and traffic violations.
