What is a PSA birth certificate?
It's the copy of your birth record that the Philippine Statistics Authority (PSA) prints on its security paper (SECPA). When a baby is born, the birth is registered at the Local Civil Registry Office (LCRO) of the city or town where it happened, and the LCRO sends it to the PSA. The PSA copy is what offices mean when they ask for a "PSA" or "NSO" birth certificate. The NSO was renamed the PSA, so they're the same document.
- Certificate of Live Birth ≠ PSA birth certificate. The Certificate of Live Birth from the hospital or LCRO is the form used to register the birth. Offices that ask for a "PSA copy" want the one on PSA security paper.
- It has a QR code so offices can check it's genuine.

The ₱155 is the PSA's own document fee. Online, PSAHelpline adds a ₱160 service fee and ₱50 courier fee, for ₱365 in total.
How to get it at a PSA outlet (walk-in)

Book on the PSA CRS Appointment System
Choose the purpose, then the PSA Civil Registry System (CRS) outlet. Enter the name, email and mobile number of the person who will go in person, and verify the one-time PIN sent by email. Pick the document, then the date and time.
Check your email for the appointment slip
You can show it printed or on your phone.
Arrive at least 30 minutes early
Show your slip to the information marshal for validation.
Get the application form and a queue ticket
Fill in the form completely.
Submit and pay at the window:
the form, queue ticket, valid ID, and any authorization letter or SPA. Pay ₱155 per copy, then check your official receipt and change.
Claim it at the releasing area
on the release date and time. Bring the receipt and the same IDs and papers, and check that the certificate is correct before you leave.
Court decrees and legal instruments (for example annotations) are booked at the PSA East Avenue, Quezon City outlet only.
Don't pay for an appointment. The PSA appointment is free, but Facebook and Instagram are full of "PSA appointment assistance" sellers. Book it yourself. The PSA says to transact only with authorized PSA personnel.
What to bring
- One valid ID that matches the name you booked with, for example your PhilID or ePhilID, passport, driver's license, UMID, PRC ID, postal ID, voter's ID, senior citizen or PWD ID, OWWA or OFW ID, or an NBI or police clearance. Barangay IDs or certifications with photo and signature, and school IDs of enrolled students aged 18+, are on the list too. See all valid IDs.
- An authorization letter if you're getting someone else's certificate and you are not their parent, spouse, direct descendant, or legal guardian (for a minor). Bring the owner's ID or a copy too.
Representative rules: an authorized representative can request for at most 2 unrelated people and can't pass the authority to someone else. Minors can't book an appointment themselves.
How to order it online
PSAHelpline.ph is the PSA's authorized online partner (run by Pilipinas Teleserv, and the same company that powers the PSA's appointment system). It has handled PSA certificate orders since 2000, first as NSOHelpline.

Choose Birth, then how you want it: delivered (₱365), store pickup (₱335) or e-Certificate (₱290).
Say whose certificate it is
(you, your child or your parent) and enter the owner's name.
Enter the birth details exactly as on the record:
date and place of birth, the father's name and the mother's maiden name.
Enter your own details as the requester
, including the ID you'll show the courier. Your name and birthday must match that ID.
Choose the purpose, your delivery address and the number of copies
, and decide whether you or a representative will receive it.
Review and pay
You get a 10-digit reference number. Online payments (GCash, Maya, card, 7-Eleven) post right away; ATM payments can take 1–2 working days.
Track your order
at orders.psahelpline.ph/check-status with your reference number.
Rules for online orders:
- You must be 18 or older, and you can order only for yourself, your child or your parents. For other relatives, go to a PSA outlet.
- Show the courier a valid ID that matches your order. If you won't be home, assign a representative aged 18+ through the online Letter of Authorization (LOA) after paying. You'll upload your ID and take a live selfie first. The representative must be at your delivery address and show their own ID.
- No rush option. The standard fee covers regular processing and delivery.
- Cancellations aren't allowed once the order is processed and printed.
- Married women using their maiden name can leave the married-name field blank and show an ID in their maiden name.
Store pickup and e-Certificate
- Store pickup (₱335): you save ₱30 and pick it up within 30 days at a selected National Book Store or Robinsons Department Store branch.
- PSA e-Certificate (₱290): a scanned PDF of the certificate, digitally signed (Adobe AATL) so anyone can check it hasn't been altered. You upload a government ID and take a live selfie before you can download it. Since PSA Memorandum Circular 2026-12 (16 July 2026), civil registrars and Philippine Foreign Service Posts may accept a printed e-Certificate after checking its QR code or verifying it at e-cert.psahelpline.ph.
- Living abroad? The international option (₱365) covers processing and includes an e-Certificate. You book and pay for your own international courier to pick up the paper copy.

How long does it take?
- Online delivery: Metro Manila next working day after the PSA releases it; provinces 3–8 working days. If the record can't be pulled from the PSA's database right away, manual retrieval from the archives usually adds about 7 days.
- Newborns: the PSA needs time to receive and digitize new records. Wait 2–4 months for births in Metro Manila, and at least 6 months for births in the provinces, counted from when the LCRO sent the record.
- Walk-in: the outlet gives you a release date.
Does a PSA birth certificate expire?
No. A PSA birth certificate has no expiry date. But the DFA (for passports) and embassies want a copy issued within the last six months, and employers or schools may set their own limit. Order a fresh copy if yours is old.
Problems and fixes
- "Negative Certification" (no record found): the PSA couldn't find your birth in its archives. Take the negative certification to the LCRO where you were registered. The record may need to be endorsed to the PSA, or you may need late registration. Records from before 1945 usually come back as negative results.
- Typos or wrong details: clerical errors (misspelled names, a wrong day or month of birth, wrong sex) and a change of first name are corrected by petition at the LCRO where the birth was registered (RA 9048 and RA 10172); see our birth certificate correction guide. Changes to nationality, legitimacy, a surname or the year of birth need a court case. Once approved, order a new PSA copy.
- Missed the delivery: contact PSAHelpline customer service with your reference number to arrange redelivery.
- Is it genuine? Scan the QR code on the certificate. For an e-Certificate, open the PDF in Adobe Acrobat Reader to see the digital signature, or check it at e-cert.psahelpline.ph.

Is the PSA e-Certificate valid?
It's a digitally signed PDF from the PSA's authorized partner that recipients can verify online. Under PSA Memorandum Circular 2026-12, civil registrars and Philippine Foreign Service Posts may accept a printed copy after verifying it. Other offices decide for themselves, so ask first if they accept it.
How soon can I get a PSA birth certificate for my newborn?
PSAHelpline recommends waiting 2 to 4 months for births in Metro Manila and at least 6 months for births in the provinces, so the record can reach the PSA and be digitized.
Does a PSA birth certificate expire?
