Your renewal schedule by plate number
Under the LTO's staggered registration system (Administrative Order No. 84A0-003), the last digit of your plate sets the month you renew every year:

The middle digit of a 3-digit plate, or the second-to-last digit of a 4- or 5-digit plate, sets the week. You can renew on any working day in that week:

Examples: plate NBC 1234 ends in 4, so you renew in April. Its second-to-last digit is 3, so you renew in the 1st week (1st to 7th). Motorcycle plate AB 12345 ends in 5 (May), and 4 puts it in the 2nd week.
November and December aren't in the schedule. No plate ends in a digit for those months.
Brand-new vehicle? Its initial registration is filed through the dealer when you buy it, and the yearly renewal starts when that first registration runs out. The Charter says motorcycles of 200 cc and below have a 1-year initial registration, and those above 200 cc have 3 years.
Requirements for renewal (private vehicles)
From the LTO Citizen's Charter (service 4.2) and the Driver's Manual:
- Official Receipt and Certificate of Registration (OR/CR), photocopy. Not needed for online renewal.
- Insurance: an electronically authenticated Certificate of Cover (COC) from an insurer accredited by the Insurance Commission. Government vehicles use a GSIS COC.
- Inspection, either:
- an electronically transmitted Motor Vehicle Inspection System Report (MVISR) from a Private Motor Vehicle Inspection Center (PMVIC), or
- an LTO Motor Vehicle Inspection Report (MVIR) plus an electronically transmitted Certificate of Emission Compliance (CEC) from a Private Emission Testing Center (PETC). Electric vehicles don't need the emission test.
- TIN (Taxpayer Identification Number), listed in the Driver's Manual. Need one? See TIN ID.
Extra documents in some cases: for-hire vehicles (franchise confirmation from the LTFRB; tricycles need the MTOP from the city or town), stolen-and-recovered vehicles (PNP lifting of alarm, recovery report, macro-etching or NBI report), diplomatic and special-economic-zone vehicles, and vehicles taken out of storage (Receipt of Returned Plate and Licenses).
Where and how to renew
- Online, on the LTMS portal (portal.lto.gov.ph): log in, check your requirements, click Proceed to Payment, pick a payment channel and pay. The Official Receipt is emailed to you. The Charter lists a ₱10 Legal Research Fund for portal renewals. Online renewal is open only if your vehicle already has a previous renewal in the LTMS, and it skips the OR/CR photocopy and LTO inspection requirements (your insurance and PMVIC results are sent electronically).
- Walk-in at any LTO district or extension office, an e-Patrol or a Vehicle Renewal Extension Facility (VREF). Give your LTMS Client ID number, pay at the cashier and receive your OR. The Charter lists about 15 minutes of processing for individuals.
- Special cases: for-hire vehicles in Metro Manila renew at the Public Utility Vehicle Registration Center; diplomatic vehicles at the Diliman District Office or the Central Office; vehicles coming out of storage at the office where they were stored.

How much is LTO registration renewal?
The main fee is the Motor Vehicle User's Charge (MVUC), which depends on the vehicle type, weight and, for cars, the year model. Private and government vehicles (LTO Citizen's Charter 2026):

- Weight in excess of 2,700 kg is counted in 100 kg steps: any uneven weight under 100 kg counts as 100 kg.
- Electric vehicles get a 30% MVUC discount and hybrids 15% (Charter, service 4.1).
- Motorcycles and tricycles also pay a small science tax (₱4.50 to ₱15, depending on how long they've been registered).
On top of the MVUC, you pay for your insurance (COC) and the inspection and emission test. The Driver's Manual lists LTO emission test fees of ₱40 (motorcycles and tricycles), ₱90 (UV) and ₱115 (trucks and buses), and inspection fees of ₱50 (MC/TC and UV) and ₱75 (trucks and buses). PMVICs charge their own rates.

Example: a 2018 light car ending in 4 renewed in May instead of April pays ₱1,600 + ₱800 (50%) = ₱2,400 in MVUC and penalty.
Don't drive with an expired registration. Driving an unregistered vehicle, including one with expired registration, carries a ₱10,000 fine. If it's been unregistered for more than one month, the vehicle is impounded until it's registered and the fines are paid.
The Charter also lists a ₱50 penalty for missing the inspection schedule, which follows the same plate digits.

Pag-renew ng rehistro ng sasakyan: Ang huling numero ng plaka ang nagsasabi kung anong buwan ka magre-renew (1 = Enero hanggang 9 = Setyembre, 0 = Oktubre). Ang gitna o pangalawa sa huling numero ang nagsasabi ng linggo. Frequently asked questions
When should I renew my LTO registration?
Every year, in the month of your plate's last digit (1 = January … 9 = September, 0 = October), during the week set by the middle digit (3-digit plates) or second-to-last digit (4- and 5-digit plates).
How much is the LTO registration renewal for a car?
The MVUC for a private light car (up to 1,600 kg, 2001 or newer) is ₱1,600. Medium cars pay ₱3,600 and heavy cars ₱8,000. Insurance and inspection are paid separately.
How much is motorcycle registration renewal?
The MVUC is ₱240 for a motorcycle without a sidecar and ₱300 with a sidecar, plus a small science tax, insurance and the inspection and emission test.
What is the penalty for late registration?
₱200 (₱100 for motorcycles) if you miss your week but renew within the month. After the month, 50% of the MVUC. After more than 12 months, 50% of the MVUC plus the renewal.
Can I renew my registration online?
Yes, on the LTMS portal, if your vehicle already has a previous renewal transaction in the LTMS. Your insurance and inspection results are sent electronically, and the receipt is emailed to you.
What happens if I drive with an expired registration?
The fine for driving an unregistered vehicle, including expired registration, is ₱10,000. After more than one month without registration, the vehicle is impounded until it's registered.
What do I need for a motorcycle registration renewal?
Your OR/CR photocopy, an electronic insurance certificate of cover, and a passed inspection: a PMVIC report, or an LTO inspection plus an emission test certificate.
