A barangay clearance is issued by your barangay hall and certifies that you're a resident in good standing. Bring a valid ID, proof that you live in the barangay, and often a community tax certificate (cedula), then pay the fee set by your barangay. First-time job seekers can get it free once under RA 11261.

What is a barangay clearance?

A barangay clearance is a certificate from your barangay, the smallest local government unit, stating that you are a resident and have no record of trouble in the community. It's issued at the barangay hall, usually signed by the Punong Barangay (barangay captain).

It's commonly required for:

  • Business permits. Under the Local Government Code (RA 7160, Section 152), a city or municipality can't issue a business permit unless a clearance is first obtained from the barangay where the business is located.
  • Employment, as part of pre-employment requirements
  • Proof of residence for IDs, bank accounts and other applications
  • Other local transactions such as permits and certifications

Common requirements

Each barangay sets its own requirements, but most ask for:

  • A valid ID showing your name and, ideally, your address. See valid IDs in the Philippines.
  • Proof of residence in the barangay, such as a utility bill, lease contract or a certification from your purok or homeowners' association.
  • Community tax certificate (cedula) for the current year. Many barangays issue it at the same window.
  • The clearance fee, set by barangay ordinance.
  • Purpose: tell them why you need it (employment, business, residency). It's printed on the clearance.

For a business clearance, barangays usually also ask for business details such as the business name, address and ownership documents.

How to get one

  1. Go to your barangay hall

    during office hours. Some cities let you request it online or through a city app, so check your city or barangay's official page first.

  2. Fill in the request form

    and state the purpose.

  3. Present your ID and proof of residence

    Get a cedula if you don't have one for this year.

  4. Pay the fee

    and keep the official receipt.

  5. Wait for it to be signed and released

    Many barangays release it the same day, but it can take longer if the captain or secretary has to sign it.
